New York City Mayor Michael Bloomberg is prepared to spend one billion dollars of his own money for a 2008 White House bid, the Washington Times reports, citing his friends and “close associates” .

However, Mayor Bloomberg yesterday made light of Senator Chuck Hagel‘s suggestion that Bloomberg could run as an independent with Hagel as running mate. Bloomberg has so far denied that he is running but has not ruled out the possibility either.

Media reports speculate that Bloomberg is considering a run if the Democratic and Republican nominees cater more to the parties’ bases, leaving room for an independent candidate who can attract moderate voters for both camps.

TIME magazine reports that Bloomberg was at first ready to consider spending US$500 million for a presidential run.

Michael Bloomberg could have more money than either party candidates, former FEC chairman Michael E. Toner told the Times. Those funds would come in handy to mobilize the thousands of petitions needed to qualify for a run in some states.

The Washington Times also has reports of a Bloomberg adviser saying some people involved with John McCain‘s Presidential Campaign are prepared to leave and join Bloomberg’s campaign if he does indeed run.

Bloomberg’s advisers have also said that they have been studying and learning from Ross Perot‘s Presidential campaign in 1992. They have called and talked with Perot’s former advisers and campaign workers to learn from their mistakes and experience.

Bloomberg made his fortune with his company Bloomberg L.P., a financial news and data company. Forbes magazine ranked him 44th on a list of wealthiest Americans and 142nd on a list of billionaires worldwide. His net worth is estimated at US$5.5 billion.

Iraqi police say three blasts in Baghdad killed four people and wounded fourteen others on Tuesday. Three other blasts also rocked the northern city of Mosul on the same day, killing and wounding several dozen people. The explosions came as politicians continue to debate over who was responsible for the last wave of bombings, which happened exactly one week ago.

The Baghdad explosions struck at the Iraqi government’s nerve center, near the heavily fortified Green Zone. Baghdad’s security chief, General Qassem Mohammed Atta, reported that three explosive devices hidden in civilian vehicles blew up in parking lots in the Karrada District, close to the Green Zone. He noted that a fourth explosive device, hidden in a parked vehicle near the Iranian Embassy, was found and disabled.

The explosions were in the immediate vicinity of Iraq’s Foreign Ministry building, which is covered by a gigantic Iraqi flag on one side, as repairs continue on the structure that was gutted by a massive car-bomb explosion on August 16.

Mortar attacks and assassination attempts against several Iraqi politicians were also reported elsewhere in Baghdad.

Meanwhile, the attacks in Mosul killed four people and wounded a further forty. They seemed to target a mosque and a neighbourhood, according to the Kurdish Globe, according to an unnamed doctor at a Mosul hospital.

No group has yet claimed responsibility for the bombings.

Former Prime Minister of Israel, Ariel Sharon, 78, has been moved out of the intensive care unit at Sheba Medical Center after his condition “improved.”

“[There has been] noticeable improvement in his kidney function and the pneumonia in his lungs,” said David Weinberg, a spokesman for the medical center.

Sharon’s condition is still being called “serious” and he is still being held in the care department for respiratory functions.

Sharon suffered a major stroke in January and has been in a coma since then. On August 14, Sharon was admitted to ICU when he developed pneumonia.

International controversy erupted after Iranian officials executed two gay teenagers who were originally reported to be convicted of homosexuality, however later reports released by the Iranian government after international furor claimed the conviction was for the rape of a 13-year-old boy. The two were hanged July 19.

Only the age of one of the two executed teens was officially released to the public. He was 18 year old Ayaz Marhoni. The other, Mahmoud Asgari, according to the Iranian Student’s News Agency (ISNA) was aged 17, but other news agencies have reported the teenager’s age as 16. In the original report by the ISNA it was said that the two were found having sex together when they were both 16. It also reported that they were held and beaten for fourteen months before the execution.

The UK-based gay rights group, Outrage! claims the report issued later by the government of Iran is a “smokescreen” to justify killing homosexuals. And one media outlet, Direland, has blasted the media holdings of Rupert Murdoch that includes Fox News Channel and The Times newspaper for publishing the subsequent Iranian government issued allegation of rape as matter of fact without mention of the previous stories before international condemnation bearing no such accusations.

According to Iranian newspapers, the two boys were given 228 lashes for their other convictions of theft, disrupting public order and public drinking before they were hanged in Edalat (“Justice” in English) Square in the Iranian city of Mashhad. The executioners, fearing reprisals, wore masks and anti-riot forces were mobilized to prevent outbreaks of public protests.

Photos of the execution released by Iranian Students News Agency showed the two teens crying in the truck driving them to the gallows in Justice Square, located in the northeastern region of the country.

Iran has been under fire by international human rights groups for executing teenagers in the past, including the 2004 execution of Atefeh Rajabi, a 16-year-old girl convicted of having sex before marriage. Medical reports, not allowed in the court, had stated that she was mentally ill.

Like many other Islamic countries, Iran enforces the religious sharia law, which allows for the execution of children, including girls aged nine or older and boys 15 and older.

Iranian officials have complained that the media has emphasized the teens’ ages. Deputy Ali Asgari said, “Whatever sentence is decreed by an Islamic penal system must be approved, unless proven otherwise… Instead of paying tribute to the action of the judiciary, the media are mentioning the age of the hanged criminals and creating a commotion that harms the interests of the state… Even if certain websites made a reference to their age, journalists should not pursue this. These individuals were corrupt. Their sentence was carried out with the approval of the judiciary and it served them right.”

Both teens were convicted by Court No. 19 under sharia law. The teens are identified only as “M.A.” and “A.M.” Those found having homosexual sex in Iran may face death by either hanging, stoning, cutting in half by a sword, or dropping from a tall building or cliff.

An ISNA report said the couple acknowledged having sexual relations with each other but said they were unaware of laws against homosexuality.

Another report, by Iran In Focus, claimed that the two were hanged not for gay sex, but rather for sexually assaulting a thirteen year old boy at knife point. Neither the original Iranian Student’s News Agency nor an additional report from the National Council of Resistance of Iran had this allegation, said the United Kingdom based Outrage. Direland Press has noted that the accusation of rape in reports came days after international outrage and detailed reports by other Iranian news agencies. They suggest the recent report is a ploy of the Iranian government to justify its actions.

“The allegation of sexual assault may either be a trumped-up charge to undermine public sympathy for the youths — a frequent tactic by the Islamist regime in Iran — or it may be that the 13-year-old was a willing participant but that Iranian law … deems that no person of that age is capable of sexual consent and that therefore any sexual contact is automatically deemed in law to be a sex assault,” said OutRage!’s Peter Tatchell.

“This is just the latest barbarity by the Islamo-fascists in Iran,” Tatchell remarked. “The entire country is a gigantic prison, with Islamic rule sustained by detention without trial, torture and state-sanctioned murder.”

Tatchell told reporters that according to Iranian human rights activists, more than 4,000 lesbians and gay men have been executed in Iran since the ayatollahs seized power in 1979. He said an estimated 100,000 Iranians have been executed in Iran since that time.

Reports also indicated that three other gay Iranian teenagers are reportedly being hunted by police, but they are said to have gone into hiding.

OutRage! requested the international community see Iran “as a pariah state” and to “break off diplomatic relations, impose trade sanctions, and give practical support to the democratic and left opposition inside Iran.”

The United Kingdom has a policy of constructive engagement with Iran, as does France and Germany, primarily directed at the resolution of the Iranian nuclear crisis.

European Union officials have been holding a human rights dialogue with Tehran, but last year the report by Human Rights Watch said that violations had increased since 2000.

In the Unites States, the Human Rights Campaign has called for U.S. Secretary of State Condoleezza Rice to condemn the executions.

U.S. Representative Randy “Duke” Cunningham (R–CA) pled guilty today to conspiring to take bribes in exchange for using his influence as a member of the House Appropriations Committee to help a defense contractor get business. In total he pled guilty to one count of income tax evasion and four counts of conspiracy, namely mail fraud, wire fraud, bribery of public official and accepting bribes. U.S. District judge Larry A. Burns scheduled Cunnigham to be sentenced on February 27. He is facing up to 10 years in prison and nearly $500,000 in fines, as well as forfeiture of unspecified amounts of cash and property.

In the court hearing, Cunningham admitted to accepting “bribes in exchange for performance of official duties” between “the year 2000 and June of 2005”, taking “both cash payments and payments in kind” and following up by “trying to influence the Defense Department”.

The federal investigation against Cunningham was triggered by his sale of his California residence to defense contractor Mitchell Wade in late 2003. However, Wade never moved in and sold the house at a $700,000 loss three quarters of a year later. At the same time Wade’s company MZM won tens of millions of dollars in defense contracts. Subsequent investigations discovered more questionable business transactions, including interactions with the defense contractor ADCS. In his plea agreement he testified that, among other charges, he “demanded, sought and received at least $2.4 million in illicit payments and benefits from his co-conspirators in various forms, including cash, checks, meals, travel, lodging, furnishings, antiques, rugs, yacht club fees, boat repairs and improvements, moving expenses, cars and boats.”

Cunningham announced his resignation after the hearing. In a written statement released by his law firm O’Melveny & Myers LLP he declared “The truth is — I broke the law, concealed my conduct, and disgraced my high office. I know that I will forfeit my freedom, my reputation, my worldly possessions, and most importantly, the trust of my friends and family.”

Authorities in the Mexican state of Sonora arrested 7 state officials, from the state finance department, yesterday; and charged them with negligent homicide for the deaths of 47 children in a fire at a daycare centre that occurred earlier this month.

In 2005, the Hermosillo, Mexico daycare was advised to carry out repairs in a safety inspection went unheeded. It is felt that negligence contributed to the massive fire Friday afternoon, June 5, taking the lives of 47 toddlers and infants and injuring the majority of the 142 children being cared for by six staff who were also hospitalized.

The ABC Daycare Centre installed a brightly coloured tarpaulin as a ceiling below the high roof. In 2005 the owners were advised to remove the tarp, and equip emergency exits and the main exit with larger and wider regulation sized doors. The daycare owners did not make the recommended changes, and continued to receive contracts to operate and also passed subsequent safety inspections including one a couple of weeks before the fire.

Officials have determined that the fire began in the neighboring warehouse which was used by the northern Sonora state Finance Department and contained license plates, tires, and paperwork. Nobody was working Friday and this warehouse was locked with the air conditioner left running. The air conditioner overheated, short circuited and melted its aluminum housing which began flames in the paperwork below. This neighboring warehouse had no fire alarms, fire extinguishers nor water sprinklers installed.

“The fire was caused by the overheating of an air conditioner due to continuous and prolonged use,” said Eduardo Medina Mora, the Attorney-General.

The fire and smoke rose above the wall connecting the daycare and Finance Department warehouse, and was trapped in the daycare between the tarp and the warehouse ceiling. The daycare fire alarms were installed below the tarp, and did not alert the staff to the fire trapped above the tarp until the tarp itself caught fire which instantly dispersed smoke and flames onto sleeping infants below. One of the emergency fire exits was padlocked shut and could not be used the day of the fire by rescue teams.

Seven finance department officials have been arrested on negligence and charges of negligence are to be laid also against seven others. “They are employees and officials with the Finance Department who have a direct responsibility for the warehouse where the fire started,” said Abel Murrieta, the state Attorney General.

The fire chief of Hermosillo has been removed from his position.

The wives of two high ranking state officials operated the privately run daycare under contract from the Social Security Institute. These two state officials have resigned. The owners will be charged with negligence by the state’s Finance Department. The Social Security Institute will also begin a civil lawsuit against the owners. The head of the Social Security Institute has stepped down and others have been suspended.

Zayn Malik, one of the members of British pop boy-band One Direction, has left the group after five years. The band confirmed yesterday that Malik has left the group with a statement on Facebook. They also announced they would continue with the remaining four members and their fifth album would be recorded later this year.

The statement posted on One Direction’s Facebook page said “After five incredible years Zayn Malik has decided to leave One Direction. Niall, Harry, Liam and Louis will continue as a four-piece and look forward to the forthcoming concerts of their world tour and recording their fifth album, due to be released later this year”.

Malik, 22, also released a statement through Facebook confirming his departure. He said “My life with One Direction has been more than I could ever have imagined. But, after five years, I feel like it is now the right time for me to leave the band. I’d like to apologise to the fans if I’ve let anyone down, but I have to do what feels right.”

After news of Malik’s departure spread fans took to social media to share their disappointment. On Twitter the hashtag #AlwaysInOurHeartsZaynMalik was created and 48,000 comments were left on the statement posted by the band on Facebook. The Employer Advice Service, based at Manchester company Peninsula, said 220 people had called overnight regarding compassionate leave relating to the news. Speaking to the Manchester Evening News, employment law director Alan Price said “While I sympathise with One Direction fans, I hardly think this qualified as compassionate leave”.

One Direction formed as a group in 2010 after competing as single artists on the British reality music competition The X Factor. The band was signed by Simon Cowell’s record label after the show, which they finished third on. The remaining members of the group are Harry Styles, Niall Horan, Liam Payne and Louis Tomlinson.

Leaders from NATO (North Atlantic Treaty Organisation) member states met in Wales over Thursday to Friday in a summit addressing the organisation’s role in Afghanistan and new threats from Russia and the Islamic State.

Since the 2010 NATO summit in Lisbon, Portugal countries involved in the International Security Assistance Force (ISAF), NATO’s military operation in Afghanistan, have been committed to full transition of security responsibilities to Afghan forces by the end of 2014. This would mark the end of ISAF’s 13 year mission in Afghanistan, with troops changing to a training and assistance role.

Plans had originally intended for Afghanistan’s new President, or President-elect, to attend this year’s summit, but due to the political situation and ongoing election process it is still unknown who will replace outgoing President Hamid Karzai. Bismullah Khan Muhammadi, the country’s defence minister, instead attended the summit in the absence of a President.

This political stalemate has put at risk NATO plans for a continuing military presence in the country, with troops expected to pull out at the end of the year without new security agreements being signed, signature not possible without a new President in place. NATO members have urged Afghanistan’s presidential candidates to reach an agreement, with officials indicating that if no agreement can be reached by the end of the month, then troops would begin to leave.

On Thursday, NATO leaders pledged support for Ukraine at a meeting with the country’s President, Petro Poroshenko, in the face of recent moves from Russia. On their website, NATO outlined four areas where the alliance would provide support for Ukraine, “rehabilitation for injured troops, cyber defence, logistics, and command and control and communications”, with assistance expected to have a monetary value of about 15 million euros (about US$19 million).

On Friday, peace talks in Minsk, Belarus resulted in a ceasefire agreement between Ukraine and rebel forces, whom NATO has accused Russia of supporting in their bid for separation of eastern regions of Ukraine. The UK said sanctions being prepared are likely to go ahead, regardless of the outcome of these talks, until it is seen that Russia is acting upon them.

On Friday morning, a meeting of ten countries chaired by the UK and US agreed to jointly working to combat the threat posed by the Islamic State in the Middle East. John Kerry, US Secretary of State, stated after the meeting that the group should aim to make firm plans and raise support from within the region affected before the UN General Assembly annual meeting later this month. Philip Hammond, UK Foreign Secretary, also said it was clear that regional support was needed, adding “with a new and inclusive Government of Iraq leading the efforts”.

It was also announced NATO would help a non-sectarian Iraqi government, on request, to build defence capabilities in Iraq to help fight the Islamic State, as well as coordinating the humanitarian airlift of supplies.

Plans for a Readiness Action Plan were agreed at the summit. Speaking on Monday before the summit, NATO’s secretary general, Anders Fogh Rasmussen, described this as a response to “Russia’s aggressive behaviour”, but outlined how he hoped it would increase the responsiveness of the alliance to face any security challenge.

These plans aim to allow reinforcements to reach any NATO member state within 48 hours, in what Rasmussen described as a “spearhead” of the preexisting Response Force. This requires logistical, and headquarters facilities to be set up in Eastern European countries, the ones most under threat from an attack by Russia, or the Islamic State. These plans are also to be rehearsed through joint military exercises.
