Clashes in Nigeria kill hundreds, troops on alert

According to witness and media reports, at least two hundred people in Nigeria have been killed after pastoralists and villagers clashed near the city of Jos, which has been the source of repeated tension between Christians and Muslims.

Local authorities, however, contradicted witness reports, saying that there were eight casualties, as did Mark Lipdo, an aid worker for the Stefanus Foundation charity, who reported that at least a hundred people were dead.

Witness reports state that pastoralists started firing into the air in the village of Dogo Nahawa, about five kilometres south of Jos, at night, and attacked those who emerged from their homes. “They came around three o’clock in the morning and they started shooting into the air. The shooting was just meant to bring people from their houses and then when people came out they started cutting them with machetes,” commented Peter Jang, who lives in the village, as quoted by Al Jazeera.

According to the Agence France-Presse news agency, some of the victims were children.

Acting Nigerian president Goodluck Jonathan said he had placed national troops on “red alert” following the clashes. “The acting president has placed all the security forces in the plateau and neighbouring states on red alert so as to stem any cross-border dimensions to this latest conflict,” read a statement released by his office. Armed forces are already present in Jos.

“The security services are on top of the situation,” said Jonathan’s spokesman Ima Niboro in an email statement to the Bloomberg news service.

In January, at least 400 people were killed and a further four thousand injured in the city of Jos after tensions between Christians and Muslims.

Volunteers and food needed for flooded Manitoba, Canada

Local municipal and provincial volunteers in Manitoba, Canada are exhausted in their efforts to divert the rising waters of the Red River of the North.

It has been hard work with little sleep for the residents who live on the shores of the Red River to shore up their defences with sandbags, build dikes, clear frozen culverts and break ice jams

Volunteers to spell relief for local volunteers and food are desperately needed.

“It’s a week now we’ve been doing this … you’re talking four, five, six public works guys. In my one community we’ve got 25 volunteer firefighters and those guys have been going 24/7, so of course it’s wearing them down.” said Paul Guyader, Manitoba’s emergency measures coordinator.

“We’re dealing with one of the biggest floods the province has ever seen,” said Steve Strang, mayor of St. Clements, Manitoba “We’ve put out hundreds of thousands of bags already. The municipalities are working very well, we’re working with the provincial government, we’ve brought in every possible resource we could to address this issue. The volunteerism within the community has been phenomenal.”

The Portage Diversion has taken some spring waters from the Assiniboine River and diverted the flow to Lake Manitoba.

Roseau River Anishinabe First Nation has been totally evacuated, as well as many homes near the Canada – United States border.

The cold weather is freezing the ice jams into place. Guyader has had 2 Amphibex Excavators operating on the river breaking up ice.

The Red River is right now 16.7 feet (5 metres) above spring ice conditions. The Red River Floodway gates cannot be opened with the current ice jams.

“If we operate now, we can get ice jamming going into the floodway, jamming up against the St. Mary’s bridge, as such, the floodway capacity would be reduced and would cause higher water levels in the city of Winnipeg.” said Steve Topping, Manitoba Water Stewardship spokesman

The floodway was constructed in 1968 following the 1950 flood to divert the overflow spring flooding waters of the Red River. The floodway has been widened the since the 1997 “flood of the century” and the expansion is expected to be completed this spring. As well Manitoba built permanent dikes around communities within the flood plain since the last two major floods..

The Red River waters will crest between the beginning of April to mid April, at which time also the weather should be warming up. Communities are bracing for higher water levels, more ice jams as well as melting snow in the warmer spring temperatures.

Canadian annual seal hunt begins amid controversy

The Honourable Gail Shea, Minister of Fisheries and Oceans, opened the Canadian seal hunt amid protests by animal rights groups, at a time when bans on seal product imports are becoming more prevalent internationally.

Seal hunters along the coast of Newfoundland and Labrador, and the Gulf of St. Lawrence are allowed to catch a maximum of 270,000 Harp Seal pups from a total estimated population of 5.5 million. 8,200 is the allowable catch of Hooded seals from an estimated population of 600,000, and seal hunters may catch 50,000 grey seals from an approximate population of 300,000.

The Harp seal pups may be killed as soon as they have molted their white pelts, which occurs 10 to 21 days after birth.

It is reported that Russia has shut down the seal hunt on its shores. The United States, Netherlands, and Belgium ban the import of seal products. The European Parliament committee has endorsed a ban on seal product imports by the 27 European Union (EU) member states, in the form of a proposed bill that would still allow the Canadian Inuit to trade in seal products for first nation cultural purposes. All members of the EU must approve the bill for it to become law.

“While we are extremely disappointed that the European Parliament has called for a ban of the trade of seal products, our position remains that any ban on a humanely conducted hunt, such as Canada’s, is completely without merit. We will continue to explore all legal and diplomatic options and we will exercise our rights to their fullest extent under international trade laws if and when it becomes necessary and appropriate.”

“Sealing is a significant source of income in many small, isolated coastal communities throughout Atlantic Canada, Quebec and the North, and creates critical employment opportunities for processing plants, as well as fuel, food and equipment suppliers in coastal communities,” said Minister Shea.

“Our government will continue to defend the rights of Canadian sealers to provide a livelihood for their families through our humane, responsible and sustainable hunt,” she said. “It represents as much as 35 per cent of a sealer’s annual income and is important for thousands of families at a time of year when other fishing options are limited at best.”

The first area to open up to the seal hunt was the Gulf of St. Lawrence, where 30 percent of the catch is allowed.

Sixteen observer permits have been issued. “The majority of the observers are people who protest against the seal hunt, but there are journalists and other observers as well. We try to make sure there’s an even proportion of sealing activity and observer activity,” Mr. Jenkins, Department of Fisheries and Oceans spokesman said. The International Fund for Animal Welfare (IFAW) is going to observe and record the commercial seal hunt.

“It’s devastating to be here, to know the commercial seal hunt has started again. It’s clear that a change is on the horizon with the European Parliament voting on a proposal to ban seal-product trade in the EU and many people in the Canadian sealing industry believe that could spell the beginning of the end of the commercial seal hunt,” commented Rebecca Aldworth, director of the Canadian chapter of Humane Society International.

United States Senate prepares for floor vote on net neutrality

On Monday, Democrats in the United States Senate announced they had gained enough sponsors to perform a congressional review of the Federal Communications Commission (FCC)’s December 2017 reversal of previous rules regulating Internet service providers, commonly called Net Neutrality.

Under the Congressional Review Act, if 30 senators co-sponsor the action, United States Congress can vote on whether to overrule a decision made by a federal agency such as the FCC. Both the House of Representatives and the Senate would have vote in favor, and President Donald Trump would have to sign the review.

On Monday, Claire McCaskill of Missouri announced she was the 30th senator to agree to sponsor the floor vote. “What I’ve heard from the thousands of Missourians who’ve contacted my office is simple — consumers should have protected, free, and open access to the online content of their choosing,” she said in a statement.

The Obama-era Net Neutrality rules were revoked last month. On December 14, as protesters gathered in Washington D.C., the United States Federal Communications Commission under Chairman Ajit Pai voted 3-2 to overturn the 2015 decision, which forbade Internet service providers (ISPs) such as Verizon, Comcast, and AT&T from blocking individual websites or charging websites or customers more for faster load times.

Specifically, the 2015 decision placed the Internet under Title II of the 1934 Telecommunications Act, which established that Internet access must be regulated under the same rules as a utility. Currently, in the U.S., telephones are regulated in this way, but cable television is not. Cable providers can offer bundled services and otherwise select which channels to offer customers; they do not have to offer access to every channel the way ISPs have offered access to the whole Internet. The new rules voted on December 14 transfer the Internet from the jurisdiction of the Federal Communications Commission to the Federal Trade Commission, which means instead of being forbidden from blocking websites or offering different access speeds, ISPs will only be required to disclose having done so.

Telecom analyst Gigi Sohn, who worked with Pai’s predecessor Tom Wheeler in 2015, said, “There are going to be fast lanes and slow lanes[…] As a consumer, that means some of your favorite websites are going to load more slowly, and it also may mean some of your favorite content goes away because the provider just can’t pay the fee.”

Former Etsy CEO Chad Dickerson said, “Net neutrality allowed something like Etsy to hang out a shingle on the web and give it a try”.

Supporters of the new rule argue Net Neutrality regulations were unnecessary. Commissioner Michael O’Reilly pointed out the Internet “has functioned without net neutrality rules for far longer than it has without [sic] them.”

“Quite simply, we are restoring the light-touch framework that has governed the internet for most of its existence,” said Chairman Pai, who argued removing the rules would make the Internet freer and more open.

“[T]he internet will continue to work tomorrow just as it always has,” promised AT&T Senior Executive Vice President Bob Quinn, who said his company would not block websites or discriminate with respect to content.

Opposition was organized almost immediately and was not limited to plans for congressional review: The Attorneys General for the states of New York and Washington have both announced plans for lawsuits against the new rules.. The United States Congress also has the authority to overrule the FCC’s decision by passing legislation. One such bill, House Resolution 4585, or the “Save Net Neutrality Act of 2017,” was introduced to the U.S. House of Representatives on December 7.

According to a poll conducted the week of December 6 by the University of Maryland, more than 80% of registered U.S. voters opposed the repeal of Net Neutrality, 75% of registered Republicans, 89% of registered Democrats, and 86% of independents, those not registered to either party. Before the vote, the FCC had accepted comments on the measure from the public through its website, FCC.gov. However, there have been allegations that many of the comments offered in support of the rollback were fakes. Before the vote took place, attorneys general from seventeen states and the District of Columbia sent a letter to the FCC asking the vote be delayed until the matter could be investigated.

The FCC’s decision must be published in the U.S. Federal Register before congressional review can take place or any lawsuits filed.

Settlers allegedly steal Palestinian water in the West Bank

Residents of the Jewish settlement of Elon Moreh in the West Bank have cut a water pipe carrying drinking water to the nearby Palestinian village of Dir al-Khatab, and the rerouted water pipe is being used to fill a swimming pool. The pipe brings fresh drinking water into the pool and drains dirty water back into the village’s water system.

“They not only use water that doesn’t belong to them, but they also pollute the drinking water of some of the village residents,” Yoel Marshak, the head of the Kibbutz Movement’s Special Assignments Branch said to Yedioth Ahronoth. “The little kids pee in the water, which flows straight to the taps of the Palestinian school.”

The swimming pool was built at the settlement’s picnic site, which is located on the Palestinian village’s lands.

A community leader in Elon Moreh replied that the pool in question was a small hole dug near an archaeological site where travelers visit. He claimed that the water comes into it from a small fountain near Elon Moreh which streams to the village.

Of the water available from West Bank aquifers, Israel uses 73%, West Bank Palestinians use 17%, and Jewish settlers use 10%.

Comprehensive immigration bill fails in United States Senate

The Comprehensive Immigration Reform Bill backed by both United States President George W. Bush and Massachusetts Senator Ted Kennedy failed to receive enough cloture votes to overcome a possible filibuster and move on to a final vote in the United States Senate. The cloture vote was 53 votes against and 46 votes in favor; 60 votes are needed to invoke cloture in the Senate.

The large, complex bill was a compromise referred to as the “grand bargain” that would have made many changes to American immigration laws, including an expanded “guest worker” plan and a “path to citizenship” for immigrants currently residing illegally in America. The bill was largely drafted behind closed doors in negotiations between the White House and Senate leaders of both parties.

Proponents argued that the bill would have fixed enforcement problems with current immigration policy and that it was a reasonable compromise, while opponents charged that it amounted to an “illegal alien amnesty”. Public opinion polls showed that the bill was unpopular among Americans surveyed, many of whom believed it would make things worse. According to Rasmussen Reports, only 22% of Americans favored the bill as of June 25.

“Bush wanted to do something good, but the Senate wouldn’t let him. It’s disappointing,” Miguel Gonzalez told Reuters. Gonzales has been in the United States for five years.

Pfizer and Microsoft team up against Viagra spam

New York –”Buy cheap Viagra through us – no prescription required!” Anyone with an active email account will recognize lines like this one. According to some reports, unsolicited advertisements (spam) for Viagra and similar drugs account for one in four spam messages.

BACKGROUND

Spamming remains one of the biggest problems facing email users today. While users and systems administrators have improved their defenses against unsolicited email, many spammers now insert random words or characters into their letters in order to bypass filters. Ever since pharmaceutical giant Pfizer promised to cure erectile dysfunction once and for all with its blue pills containing the drug sildenafil citrate, spammers have tried to tap into male anxiety by offering prescription-free sales of unapproved “generic” Viagra and clones such as Cialis soft tabs. Legislation like the U.S. CAN-SPAM act has done little to stem the tide of email advertising the products.

Now Pfizer has entered a pledge with Microsoft Corporation, the world’s largest software company, to address the problem. The joint effort will focus on lawsuits against spammers as well as the companies they advertise. “Pfizer is joining with Microsoft on these actions as part of our shared pledge to reduce the sale of these products and to fight the senders of unsolicited e-mail that overwhelms people’s inboxes,” said Jeff Kindler, executive vice president at Pfizer.

Microsoft has filed civil actions against spammers advertising the websites CanadianPharmacy and E-Pharmacy Direct. Pfizer has filed lawsuits against the two companies, and has taken actions against websites which use the word “Viagra” in their domain names. Sales of controlled drugs from Canadian pharmacies to the United States are illegal, but most drugs sold in Canada have nevertheless undergone testing by the U.S. Food and Drug Administration. This is not the case for many of the Viagra clones sold by Internet companies and manufactured in countries like China and India. While it was not clear that CanadianPharmacy was actually shipping drugs from Canada, Pfizer’s general counsel, Beth Levine, claimed that the company filled orders using a call center in Montreal, reported the Toronto Star.

For Microsoft’s part, they allege that the joint effort with Pfizer is part of their “multi-pronged attack on the barrage of spam.” As the creator of the popular email program Outlook, Microsoft has been criticized in the past for the product’s spam filtering process. Recently, Microsoft added anti-spam measures to its popular Exchange server. Exchange 2003 now includes support for accessing so-called real-time block lists, or RTBLs. An RTBL is a list of the IP addresses maintained by a third party; the addresses on the list are those of mailservers thought to have sent spam recently. Exchange 2003 can query the list for each message it receives.
