Pentagon proposes Taiwanese arms sale

The US Department of Defense has notified Congress of a potential arms sale to Taiwan, with a value of $6 billion, that was first pledged by the Bush administration.

The deal, that would include helicopters and anti-missile defences, angered China, who stated that the move would “seriously damage” US–China relations, as Beijing considers the island to be a break-away province of China, having split away after civil war in 1949.

There is a stand-off between China and Taiwan. China has a large number of weapons aimed at Taiwan, and has threatened to use them in the past. Taiwan denounces this, warning that, if 1,500 missiles were not removed, relations between the two nations would deteriorate.

The act of notifying Congress is a legal requirement and does not mean that the sale will go ahead. A thirty-day deadline is in place for politicians to decide on the proposition before it goes ahead. In a statement, the Pentagon listed the items being negotiated over, including 114 Patriot missiles and sixty helicopters. It will also include two minesweepers. The US is the main arms supplier for Taiwan.

General James L. Jones, the National Security Advisor for the Obama administration, said that China had been fully consulted about the deal. “We all recognise that there are certain things that countries will do periodically that may not make everybody completely happy,” he stated. However, he maintained that the US was “bent towards a new relationship” between themselves and China.

A spokesman for the Chinese embassy in Washington, D.C., Wang Baodong, said yesterday that the arms sale was a “gross intervention into China’s internal affairs”. He went on to assert that the trade “seriously endangers China’s national security”.

Ties between the United States and China, already stretched by the recent row over internet censorship, in which Google threatened to withdraw its presence in the country, have been strained by the announcement. China maintains, according to a press release on 22 January, that the Internet in their country is “open”, with the “most vibrant” sites based in China. Beijing wishes the United States to “respect each other’s core interest”, and to “ensure the healthy stable development” of their relationship.

Wikinews interviews John Wolfe, Democratic Party presidential challenger to Barack Obama

U.S. Democratic Party presidential candidate John Wolfe, Jr. of Tennessee took some time to answer a few questions from Wikinews reporter William S. Saturn.

Wolfe, an attorney based out of Chattanooga, announced his intentions last year to challenge President Barack Obama in the Democratic Party presidential primaries. So far, he has appeared on the primary ballots in New Hampshire, Missouri, and Louisiana. In Louisiana, he had his strongest showing, winning 12 percent overall with over 15 percent in some congressional districts, qualifying him for Democratic National Convention delegates. However, because certain paperwork had not been filed, the party stripped Wolfe of the delegates. Wolfe says he will sue the party to receive them.

Wolfe will compete for additional delegates at the May 22 Arkansas primary and the May 29 Texas primary. He is the only challenger to Obama in Arkansas, where a May 10 Hendrix College poll of Democrats shows him with 38 percent support, just short of the 45 percent for Obama. Such an outing would top the margin of Texas prison inmate Keith Russell Judd, who finished 18 percent behind Obama with 41 percent in the West Virginia Democratic primary; the strongest showing yet against the incumbent president. Despite these prospects, the Democratic Party of Arkansas has already announced that if Wolfe wins any delegates in their primary, again, due to paperwork, the delegates will not be awarded. Wolfe will appear on the Texas ballot alongside Obama, activist Bob Ely, and historian Darcy Richardson, who ended his campaign last month.

Wolfe has previously run for U.S. Congress as the Democratic Party’s nominee. On his campaign website, he cites the influence “of the Pentagon, Wall Street, and corporations” on the Obama administration as a reason for his challenge, believing these negatively affect “loyal Americans, taxpayers and small businesses.” Wolfe calls for the usage of anti-trust laws to break up large banks, higher taxes on Wall Street, the creation of an “alternative federal reserve” to assist community banks, and the implementation of a single-payer health care system.

With Wikinews, Wolfe discusses his campaign, the presidency of Barack Obama, corporations, energy, the federal budget, immigration, and the nuclear situation in Iran among other issues.

Perhaps one of the most difficult tasks many riders experience is how to sit at the trot. The good news is that with time, anyone can do it; you just need to work on a few exercises. Horse riding just like any other physical activity requires a certain amount of physical fitness. You should work on strengthening your back and abdominal muscles through exercise if you want to achieve good posture easily when riding.

The best time to start your training on the sitting trot is after you’ve mastered the classical seat. Due to the fact that the classical seat permits you to sit securely and deeply you should try to master this seat before trying the sitting trot.

Here are a few exercises that will help you master the sitting trot:

1. Cross the stirrups over the horse’s withers and ask a friend to lunge the horse. By doing this you can focus on your posture and balance and not have to concentrate on steering your horse. Tie the reins in a knot over the horse’s withers so they are neither too tight nor too slack. Now think about your seat, focus on achieving a classical seat but don’t worry too much about dropping your heels. Concentrate on sitting deeply and keeping your legs far apart. Lightly hold the pommel with your outside hand and rest your inside hand on your thigh. Ask the person lunging the horse to get the horse started on a slow trot and concentrate on maintaining the classical seat as much as possible but do not allow yourself to tense up. Do not grip the saddle too tightly with your hand as this will cause you to become rigid. Focus on the horse’s forward rhythm while maintaining regular breathing. Try to relax as much as possible.

2. Once you begin feeling more confident about sitting to the trot you should start holding your hands as if they were holding the reins. Keep your upper arms to your side and your forearms should feel like the natural extension to the reins (even though you are not actually holding the reins). If you begin to tense up concentrate on relaxing. Breath, enjoy the ride, focus on how good the sun feels on your face and enjoy the scenery! Remain relaxed at all times while maintaining proper body position.

3. Once of the best exercises to perfect the sitting trot is to ride bareback. The classical seat will still apply but relax your heels and don’t try too hard to keep them down. Use a neckstrap to help maintain balance if you feel insecure. Instruct the person lunging your horse to cue the horse to gently trot for 4-5 strides then to walk a little, then to trot for 5-6 strides and return to the walk. Alternating walking and trotting helps your body relax if you’ve tensed up during the trot.

Practice frequently and you should be able to master the sitting trot in no time. Learning how to sit to the trot will dramatically improve your balance and riding skills as you will learn to balance and easily control your horse at the trot.

Paul Schäfer, founder of Colonia Dignidad, dies at 88

Paul Schäfer died at 88 from cardiac-respiratory arrest on early Saturday morning in a Chilean prison hospital. Schäfer was the founder and former leader of Colonia Dignidad, an enclave used for torturing and exterminating political prisoners during Augusto Pinochet’s dictatorship. Hr was convicted for sexually abusing 26 children for years, and retained thousands of people under his own tyrannical regime, that worked as an aside territory in the country, where people spoke the German language.

Jorge Zepeda, magistrate who investigated the crimes made in Colonia Dignidad, reported that Schäfer was unconscious when he died. He was to stay in prison for 33 years. Hernán Fernández, one of the lawyers against Colonia Dignidad, said that Schäfer’s death should help to accelerate the judiciary processes. Chilean President Sebastián Piñera said, “Paul Schäfer will be judged by the divine justice.”

Schäfer was born in 1921, in Siegburg, Germany. He was a non-commissioned Nazi officer, who moved to Chile after the Second World War, evading accusations of sexual abuse of minors. He established an organization in a rural area of Chile, in favour of the poor people, located 400 kilometers south of Santiago, to the border of Argentina. He named this place Villa Babiera.

He began his rule of this area in 1961; he established a private tyrannical regime, where almost 300 Germans worked for decades without pay. Men and women were segregated, and people who tried to escape were killed. Adults and children considered it an “honour” for Schäfer to chose to have sex with them.

When Pinochet’s regime ended, Schäfer escaped from Chile in 1996 to avoid being imprisoned, after he came under investigation for human rights violations and abuse to minors. He was detained in Argentina, and then extradited back to Chile in 2005. Since then he was imprisoned. Colonia Dignidad still exists, though without the power they had before, less secluded and with new leaders.

IRA disbands military structure

The Independent Monitoring Commission has reported that the Provisional Irish Republican Army has undergone major changes within their military structure and shows that the IRA Army Council wants to put its military campaign behind it. The Commission consists of John Alderdice, a former Alliance Party leader; Joe Brosnan, former Secretary General of the Department of Justice, Republic of Ireland; John Grieve, former Deputy Assistant Commissioner of the Metropolitan Police and former head of the Metropolitan Police Anti-Terror Branch; and Dick Kerr, former Deputy Director of Central Intelligence Agency.

The report states the IRA no longer has the capacity to mount a military campaign anymore or return to one. The units that have been shut down were responsible for weapons-making, arms smuggling and training. The IRA decommissioned their arms last year.

The report also mentions that the IRA has also put its criminality beyond use and is “clamping down” on criminals within the organization, said Lord Alderdice, as he presented the report. He also added, “That doesn’t mean that criminal activity by all members has stopped but the leadership has made public statements and internal directions, investigated incidents of breach of the policy, even expelled some members and has emphasised the importance of ensuring that business affairs are conducted in a legitimate way.”

Finally, the report added that there is not enough evidence or intelligence to identify who killed Denis Donaldson, a British spy who infiltrated the IRA and Sinn Fein, before revealing his status as a spy.

However, the report added that splinter groups like the Real IRA (RIRA) and Continuity IRA (CIRA) are still threats and are still continuing their activity. The Real IRA was the group behind the deadly 1998 Omagh bombing. The Irish National Liberation Army (INLA) “was not capable of undertaking a sustained campaign [against the British State], nor does it aspire to” according to the report.

It is also noted the creation of two new organizations, Oglaigh na hEireann (Irish Gaelic for “Volunteers of Ireland” and is used by the Irish Defence Forces and the various IRAs.) and the Republican Defence Army. However, the groups are small dissident factions according to the report.

The report also added that the two loyalist paramilitaries, the Ulster Defence Association (UDA) and the Ulster Volunteer Force (UVF) are also beginning to move from violence but at slower pace and not at a grassroots level like the IRA. Another loyalist paramilitary, the Loyalist Volunteer Force

The report was received warmly by Irish Toaiseach Bertie Ahern and British Prime Minister Tony Blair. Ahern, said “These positive and clear-cut findings are of the utmost importance and significance. It is time to make decisions and for Northern Ireland to look to the future.”

“The IRA has done what we asked it to do, and while issues like policing remain to be solved, the door is now open to a final settlement, which is why the talks next week in Scotland are going to be so important.” said Tony Blair in a live statement.

In a surprising reaction, the notoriously hardline leader of the Democratic Unionist Party, Ian Paisley, also welcomed the report. He believes that his party’s pressure is working and if Sinn Fein signs up to policing there could be a deal. Paisley said, “If the police question is settled absolutely on a democratic basis and principle we would have come a long way along the road.”

Sinn Fein leader Gerry Adams said “The DUP don’t have anything other than very limited options. They will or will not participate in power-sharing arrangements. If they don’t participate they are condemning people here, but particularly their own constituents, to second class public services, run by second class fly-in, fly-out British ministers. All the DUP can do is to delay, is to attempt to slow down, but they can’t stop the process of changing.”

Recession hits Australian asbestos victims fund

Asbestos victims seeking their retribution payment of A$350 million from the Asbestos Injuries Compensation Fund are approaching the Australian government following an admission from James Hardie compensation fund trustees stating they are unable to pay the victims in lump sums due to the recession.

The James Hardie building materials firm which established the $1.5 billion fund in 2006, claims it is short 3.5 million for its compensation fund payouts due to the decline in the American housing market which provides 85 percent of its company sales. The settlement stipulates that in the event of a shortfall, victims will receive funds in the form of installments.

Asbestos advocacy groups representing injured former employees are requesting help from the Australian Prime Minister Kevin Rudd for additional funds from James Hardie. “We’re talking to the government and James Hardie about funding options,” said Dallas Booth, CEO of Asbestos Injuries Compensation Fund.

“For example victims might be able to sign over their rights to the state government so that they get compensated in full until the fund can be replenished and then the state government can get their money back straight out of the fund.” suggested Paul Bastian, New South Wales secretary of the Australian Manufacturing Workers Union .

The victims groups are totally opposed to any instalment plan whatsoever.

Barry Robson, president of the Asbestos Diseases Foundation explained that James Hardie has paid $153 million in taxes to the Australian Taxation Office, and that the Asbestos Diseases Foundation will request of the Rudd Government to defer these taxes until the economic condition improves and James Hardie’s profitability returns. In this way the Australian government would allow James Hardie’s taxes to go to the asbestos fund.

Victims are currently paid out via a lump sum arrangement, and the Asbestos Diseases Foundation is advocating for the status quo. “Well how they’re paid now is in lump sum and we’d like to continue with that. The victims groups are totally opposed to any instalment plan whatsoever,” said Robson in the interview with PM.

The Asbestos Diseases Foundation emphasized that a payment plan could be ineffectual, as asbestos victims and those suffering from mesothelioma may die before receiving full payments.

Bastian noted to the Australian Associated Press that asbestos victims have upfront costs to deal with, including medical bills, and would be adversely affected by an installment plan option. “Victims also want to ensure that their families are looked after, that there’s contingencies and everything is settled before they pass away, in many cases,” said Bastian to the AAP.

Bastian told The Australian he would request Prime Minister Rudd stay true to his promise that “no one would go without compensation”. “I think the state Government should be our white knight,” commented Bastian.

Asbestosis is a disease resulting from asbestos exposure which causes lung scarring and can lead to lung cancer. Exposure to asbestos can also lead to a more serious condition known as mesothelioma. Mesothelioma is a cancer which develops in the sac surrounding the lungs and chest cavity, abdominal cavity, or the sac surrounding the heart. Patients with malignant mesothelioma generally do not have positive outcomes, and once diagnosed typically have six months to a year to live.
